Commission review on appeal of the July 8, 1998, decision of the Norfolk Wetlands Board to approve her request to fill approximately 3,855 square feet of vegetated tidal wetlands with the conditional payment of $10,000.00, in lieu of mitigation, at her property situated along Dehlman Avenue in the City of Norfolk.
4. LONG BAY DEVELOPMENT, LTD., #97-1835, requests authorization to rehabilitate an existing 217 slip marina situated along Long Creek, a tributary of the Lynnhaven River in Virginia Beach. The project is protested by a number of residents in the vicinity of the marina.
5. GEORGE WASHINGTON MEMORIAL PARKWAY, #98-0321, requests authorization to install a 110 linear foot culvert extension and riprap scour protection extending from the northbound lane of the Parkway to the Potomac River within the City of Alexandria. The project is protested by 16 area residents. A wetland permit is required. Tabled from the July 28, 1998, Commission meeting.
6. SHIRLEY L. ALEXANDER, #98-0706, requests authorization to fill 900 square feet of non-vegetated tidal wetlands behind an existing bulkhead and install 100 linear feet of riprap with associated bank grading at his property situated along the James River in Henrico County. A wetland permit is required.
7. CARLTON H. TOWNES, #98-1228, requests authorization to construct 370 linear feet of bulkhead with riprap scour protection at his property situated along the James River in Prince George County. A wetland permit is required.
8. CARLTON B. ALLEN, #98-1236, requests authorization to construct 112 linear feet of vinyl sheet bulkhead two (2) feet in front of an existing deteriorated bulkhead at his property situated along the York River in King and Queen County. A wetland permit is required.

14. DISCUSSION: Request for public hearing to consider adjustments to the tolerance on summer flounder possession limits.

2A. UNITED STATES COAST GUARD, #97-1030, requests authorization to modify an existing permit to allow for installation of 70 linear feet of vinyl sheet pile bulkheading around the perimeter of a boat ramp adjacent to the Milford Haven Station situated along Milford Haven in Mathews County.
2B. CITY OF DANVILLE, #98-1107, requests authorization to cross an unnamed tributary of the Dan River with a submerged, concrete-encased sewer line at 18 locations along U.S. Route 58 north of Vandola in the City of Danville. Recommend approval with the inclusion of our standard in-stream construction conditions.
2C. CITY OF DANVILLE, #98-1120, requests authorization to replace an existing steel arch roadway crossing of Pumpkin Creek with a quadruple 12-foot by 10-foot box culvert road crossing and to relocate a steel gas pipeline and a ductile iron water main under approximately 50 linear feet of the creek at the College Park Drive road crossing in the City of Lynchburg. Recommend approval with the inclusion of our standard in-stream construction conditions.
2D. U.S. ARMY CORPS OF ENGINEERS, #98-0750, requests authorization to place approximately 40,000 cubic yards of sandy dredged material, as beach nourishment, along 3,000 feet of shoreline, encroaching on approximately 110,000 square feet of State-owned submerged land immediately east of the Whiting Creek entrance channel in Middlesex County. Recommend approval of the project for a period of five (5) years.
2E. COMMONWEALTH GAS SERVICES, INC., #98-1134, requests authorization to replace an existing gas pipeline with a new 6-inch submerged pipeline buried to a minimum depth of ten (10) feet below the bed of the James River near Buzzard's Island in Amherst and Campbell Counties. The pipeline will be installed by the directional drilling method and will cross under 600 linear feet of the James River. Recommend approval with a royalty of $600.00 for the crossing of 600 linear feet of State-owned submerged land at a rate of $1.00 per linear foot.
2F. MID-ATLANTIC TERMINALS, L.L.C., #98-1244, requests authorization to construct 610 linear feet of sheetpile bulkhead with associated backfill a maximum of two (2) feet channelward of the existing deteriorated bulkhead and extend a 56-inch outfall pipe through the bulkhead adjacent to the Peck Iron and Metal facility situated on the Southern Branch of the Elizabeth River in the City of Chesapeake. Recommend a royalty of $2,440.00 for the filling of over 1,220 square feet of State-owned subaqueous bottom at $2.00 per square foot.

2G. KOCH REFINING COMPANY, LP, #98-0830, requests authorization to annually maintenance dredge up to 34,000 cubic yards of material on an as-needed basis for a period of five (5) years to maintain depths of -18 feet and -38 feet at mean low water adjacent to their facility located on the James River in the City of Newport News. Based on a recent hard clam survey of the proposed dredge area, staff recommends that the applicant plant 37,000 market-size clams (1.33/1.0 mitigation ratio) at the Middle Ground Light broodstock management area. All dredge material shall be deposited at Craney Island.
2H. NEWPORT NEWS DEPARTMENT OF ENGINEERING, #98-1041, requests authorization to install approximately 60 linear feet of replacement sanitary sewer line across Salter's Creek adjacent to 25th Street in the City of Newport News.
2I. PORTSMOUTH YACHT CLUB, #98-1070, requests authorization to dredge approximately 3,100 cubic yards of State-owned subaqueous bottom material to provide maximum depths of minus eight (-8) feet at mean low water adjacent to their commercial marina situated on Scotts Creek in the City of Portsmouth. Recommend a royalty of $1,395.00 for the dredging of 3,100 cubic yards at a rate of $0.45 per cubic yard. All dredge spoil shall be deposited at Craney Island.
