The Virginia Marine Resources Commission invites public comment on the establishment of amendments to regulations, as proposed below. By October 13, 2014, the proposed draft regulations can be viewed at the Virginia Marine Resources Commission, 2600 Washington Avenue, Newport News, Virginia.
In accordance with Section 28.2-209 of the Code of Virginia, a public hearing on the proposed regulation will be held at 12:00 noon, on Tuesday, October 28, 2014, at the Virginia Marine Resources Commission, 2600 Washington Avenue, Newport News, Virginia. Public comments on the proposals should be provided to Robert L. O’Reilly, VMRC Fisheries Management Division, 2600 Washington Avenue, 3rd Floor, Newport News, Virginia 23607, by 12:00 p.m., Monday October 27, 2014.
I. Chapter 4 VAC 20-910-10 et seq., “Pertaining to Scup (Porgy)”
The Commission proposes to amend Chapter 4 VAC 20-910-10 et seq. “Pertaining to Scup (Porgy)” to increase the scup possession and landing limit aboard any vessel, during the Winter II Period (November 1 through December 31), from 8,000 pounds to 18,000 pounds.
The purpose of the amendments is to promote efficiency in the utilization of fishery resources.
II. Chapter 4 VAC 20-1090-10 et seq., “Pertaining to Licensing Requirements and License Fees”
The Commission proposes to amend Chapter 4 VAC 20-1090-10 et seq., “Pertaining to Licensing Requirements and License Fees” to increase saltwater recreational license fees to ensure continuation of core recreational programs.
Section 28.2-201:4 authorizes the Commission to increase fees for tidal fishery licenses and permits that are authorized by Title 28.2 or by regulation. Any fee increase for such licenses and permits shall be capped at $5 or a percentage equal to the increase in the Consumer Price Index calculated from the time the fee was last set or adjusted, whichever is greater.
The purpose of the amendments is to maintain and preserve core services to Virginia’s recreational anglers by accounting for variations in available fishery resources.
