Public Notice: 1998 SHAD RESTORATION PROJECT

NOTICE OF REQUEST FOR PUBLIC PARTICIPATION IN THE
1998 SHAD RESTORATION PROJECT

The Marine Resources Commission invites WRITTEN RESPONSE as to the availability of as many as 12 individuals for capturing American shad (shad) from the Pamunkey River (unless otherwise directed by the Virginia Department of Game and Inland Fisheries, VDGIF) for the 1998 shad restoration project. Project dates will be approximately March 16 through May 15, 1998.

The procurement of services for the 1998 American Shad Restoration Project must be approved by the Commission, using its authority under Section 11-35G of the Code of Virginia.

PROJECT DESCRIPTION:  For fishing days during March and May, permitted project participants shall be grouped into teams of 3 or 4 individuals.  Each permitted participant of a team selected by the VDGIF shall provide shad for the restoration effort and will be paid at the rate of $250.00 per fishing day, with a fishing day generally occurring between the hours of 12:00 Noon and 12:00 midnight.  When fishing as a designated fishing team member during April, the participant shall be paid at the rate of $125.00 per fishing trip and may retain or sell shad which are not utilized by the VDGIF for the restoration program.  A project participant will not be compensated for fishing days in April when not fishing as a VDGIF team member but may retain or sell shad.

Below are listed specific evaluation criteria, ranked by order of importance.  Each respondent must indicate his or her experience or ability to meet each of these criteria.  The Commission will consider each written response to these evaluation criteria on a case-by-case basis to determine the most qualified individuals who will receive permits for the American Shad Restoration Project. In the event there are more than 12 equally qualified respondents, selection for the project will be made through a lottery system.  The lottery will be held on March 12, 1998 at 2:00 P.M. in the 4th floor small conference room (Library) of the Marine Resources Commission, 2600 Washington Avenue, Newport News.  Those wishing to be present are invited to attend. Notification of individuals chosen for this project will be in writing by mail.
