The project is protested by several nearby residents.

2A. MORRIS REALTY AND DEVELOPMENT, #96-1693, requests authorization to install two (2) 10-foot by 8-foot box culverts adjacent to their property situated along Jackson Creek in Chesterfield County.

2B. NORWOOD DAVIS, #87-1727, requests authorization to modify his previously issued permit to allow the dredging of 425 additional cubic yards of subaqueous material to provide maximum depths of minus four (-4) feet at mean low water, from an area near the landward end of his dredged channel adjacent to his property along the Piankatank River on Stove Point in Middlesex County. Recommend assessment of an additional royalty in the amount of $127.50 for the dredging of 425 additional cubic yards of State-owned submerged land at a rate of $0.30 per cubic yard.

2C. TOWN OF WEST POINT, #96-0938, requests authorization to construct two (2) bike path bridges over Glass Island Creek (West Point Creek) at the end of 12th Street and adjacent to Chelsea Road.

2D. COUNTY OF HENRICO, #88-0898, requests authorization to modify their existing permit for the installation of two (2) raw water pipelines and the construction of a bridge over Tuckahoe Creek to include the installation of three (3) additional four-inch diameter ductile iron pipes within the stream bed at the same stream crossing near the end of Gaskins Road. The pipelines will deliver water and chemicals to the backwash control buildings for the previously approved river intake structure.

2E. NORFOLK DEPARTMENT OF UTILITIES, #96-1807, requests authorization to dredge 47,500 cubic yards of subaqueous land and to replace 140 linear feet of riprap in order to install approximately 1,870 linear feet of 30-inch diameter water main across Edgewater Haven.

2F. MR. AND MRS. W. T. MURPHY, JR., #97-0020, request authorization to install six (6) offshore, gapped, quarry stone riprap, headland breakwaters totaling 560 linear feet, and place 350 cubic yards of sandy beach nourishment material adjacent to their property situated along the Potomac River in Westmoreland County.

2G. CHESAPEAKE DEPARTMENT OF PUBLIC WORKS, #96-1683, requests authorization to install 180 square feet of a sidewalk/pedestrian bridge adjacent to an existing bridge located over St. Julian Creek.

2H. NAVAL FACILITIES ENGINEERING COMMAND, #96-1606, requests authorization to install a 450-foot long by 18-inch diameter effluent outfall pipe at the Craney Island fuels depot situated along the Elizabeth River in the City of Portsmouth.

3. GEORGE FOWLER, #96-1735, requests after-the-fact authorization to retain 230 linear feet of timber bulkhead and associated backfill and approximately 50 linear feet of timber groin illegally constructed adjacent to his property situated along the James River in James City County. Mr. Fowler has agreed to pay a $500.00 civil charge, triple royalties and triple permit fees in lieu of any further enforcement action.
