RAPPAHANNOCK PRESERVATION SOCIETY, #93-1526, requests a five-year extension of the expiration date of their permit to construct two (2) 900-foot diameter experimental oyster reefs in the Rappahannock River. The Christ Church reef is currently 150-feet in diameter and the Steamer Rock reef is 350-feet in diameter.

4. MARGARET M. CLARK, #97-0409. Commission's review of the April 17, 1997, Suffolk Wetlands Board decision to approve 300 linear feet of riprap revetment and associated backfill adjacent to her property situated along the James River.

5. DONALD S. THORN. Staff seeks Commission authorization to direct removal of a 10-foot wide by 15-foot long boathouse that was constructed illegally over Public Oyster Ground No. 28. in Westmoreland County.

6. THEODORE V. MORRISON, JR., #97-0184, requests permission to construct a 16-foot wide by 35-foot long, private, non-commercial open-sided boathouse at his property situated along Bennetts Creek in the City of Poquoson.

7. PUBLIC HEARING: Consideration of a proposed regulation to establish a 6-fish possession limit for spadefish taken by recreational gear or commercial hook-and-line.

8. PUBLIC HEARING: Consideration of amendments to Regulation 4 VAC 20-700-20 et. seq.," Cull Ring Requirements"; Regulation 4 VAC 20-270-40, "Season Limits"; and Regulation 4 VAC 20-370-20, "Culling Requirements", to improvement enforcement of certain crab harvest restrictions.

2A. CITY OF ALEXANDRIA, #96-1664, requests authorization to maintenance dredge 50,000 cubic yards of accumulated silt, sand and gravel from five (5) flood control channels, Cameron Run, Holmes Run, Back Lick Run, Hoofs Run and Four Mile Run, to return them to their original design configuration. The applicant intends to install diversion dikes along the flood control channels of direct flow away from the instream excavation and thereby maintain a low flow channel at all times. Staff recommends that the standard erosion and sediment control measures be required.

2B. TOWN OF CHRISTIANSBURG, #96-1086, requests a modification to an existing permit for the crossing of Crab Creek in Montgomery County with a concrete-encased treated wastewater effluent pipeline and installation of an outfall diffuser pipe and adjacent concrete hydraulic barrier in the New River. The modification involves a realignment of the pipeline route which will reduce the number of stream crossings from 18 to 10.

2C. DEPARTMENT OF TRANSPORTATION, #95-1288, requests authorization to construct a 610-foot long parallel, concrete bridge immediately upriver of the existing 168 bridge crossing of the Northwest River in Chesapeake.

2D. GREAT NECK POINT DREDGING ASSOCIATION, #95-0087, requests a modification to their previously approved proposal to allow for the additional dredging of approximately 912 cubic yards of State-owned subaqueous bottom material to allow for a minor channel reconfiguration in an embayment contiguous to the Lynnhaven River in Virginia Beach. Recommend an additional royalty in the amount of $273.60 for the dredging of 912 cubic yards of new material at a rate of $0.30 per cubic yard.

2E. TOWN OF LAWRENCEVILLE, #97-0353, requests authorization to install approximately ten linear feet of a 12" force main crossing Roses Creek, a tributary to Great Creek located in Brunswick County. Recommend inclusion of our standard instream construction conditions.

2F. CITY OF FRANKLIN, #97-0348, requests authorization to install and backfill approximately 215 linear feet of timber bulkhead approximately 3,016 square feet of community wharf, five (5) 19-pile cluster dolphins and to repair an existing open-pile city pier to provide community recreational access to the Blackwater River. Recommend inclusion of our standard erosion and sediment control conditions.

2G. CITY OF NORFOLK, #97-0400, requests authorization to replace the existing single-span 29' 6" long Norview Avenue bridge crossing of Rinda Creek, a tributary to Wayne Creek, with a new 39' 9" long single-span bridge.

2H. NAVAL FACILITIES ENGINEERING COMMAND, #97-0141, requests authorization to dredge approximately 150,000 cubic yards of subaqueous material (30,000 cubic yards of which is maintenance), install a 1,142 concrete deperming pier, modify the south end of pier PS-4-A, install eight (8) dolphins (two of which are 25-foot by 20-foot aircraft carrier mooring dolphins), and four (4) single-timber range piles, install a 120-foot by 60-foot staging platform with an associated covered storage structure and ship sensory arrays at their facility situated on the Elizabeth River in the City of Norfolk.

2I. MOBILE OIL, #97-0440, requests authorization to maintenance dredge, by clamshell method, approximately 20,000 cubic yards of subaqueous material to restore maximum depths of -40 feet at mean low water at their docking facilities adjacent to their property situated on the Southern Branch of the Elizabeth River in the City of Chesapeake. All dredged material will be transported to Craney Island for disposal.

2J. DEPARTMENT OF CONSERVATION AND RECREATION, #97-0591, requests authorization to rehabilitate the Hungry Mother Dam near the Town of Marion to bring the dam into conformance with Virginia Dam Safety Regulations. Construction activities will include one temporary and one permanent crossing over Hungry Mother Creek below the dam and repair of the spillway. Recommend inclusion of our standard instream construction conditions.

2K. DOMINION TERMINAL ASSOC., #97-0121, requests after-the-fact authorization to maintenance dredge, by clamshell method, approximately 40,000 cubic yards of subaqueous material per year to maintain depths of -52 feet at their facility situated along the James River in the City of Newport News. All dredge spoil will be transported to Craney Island for disposal. Recommend a royalty in the amount of $8,147.00 for the dredging of 27,156 cubic yards of subaqueous material at a rate of $0.30 per cubic yard.

2L. CITY OF NORFOLK, #96-1807, requests authorization to dredge a 110-foot wide, 1,800-foot long working channel and pipe trench (maximum depth of channel and trench - 6-feet mean low water and 12-feet mean low water respectively) for the placement of a 30" water main pipe, to dredge a 75-foot wide by 800-long access channel, and to cover the pipe with clean sandy material after installation in Edgewater Haven, a tributary to the Lafayette River in the City of Norfolk. All dredged material will be transported to Craney Island or an approved upland site for disposal.
