RAPPAHANNOCK SHORES RECREATION ASSOCIATION, #97-0232, requests after-the-fact authorization to retain an illegally constructed 90-foot L-head extension with six (6) finger piers and four (4) existing piers illegally constructed by upland property owners. Additional authorization is requested to construct two (2) 240-foot long, open-pile timber community piers and associated mooing piles adjacent to the Association's property situated along the Rappahannock River in Essex County. The project is protested by an adjacent upland property owner.
5. DAMERON PROPERTIES, L.C., #97-0072, requests authorization to construct 373 linear feet of timber replacement bulkhead two (2) feet channelward of an existing, deteriorated bulkhead and construct a 140-foot long by 6-foot wide open-pile marginal wharf at their commercial property at the confluence of Carter Cove and Carter Creek in Weems, Lancaster County. The project is protested by the adjoining property owner.
6. MR. AND MRS. F. B. PARKER, JR., #98-1418, request authorization to construct a 50-foot long private pier with a 24-foot by 8-foot L-head and an uncovered boatlift adjacent to property along Urbanna Creek, landward of the Urbanna Harbor Yacht Club pier in Middlesex County.
7. JPM, INC., #96-1342, requests authorization to modify a previously issued permit for the construction of a 330-foot long bridge over Heartquake Creek and adjacent tidal wetlands at their property in King and Queen County.

GARTH WALLIS, #98-1639, requests authorization to install and backfill 58 linear feet of timber bulkheading with a 41 linear foot return wall and a 15 linear foot return wall aligned 18 inches channelward of an existing failed bulkhead adjacent to their property situated along Malo Beach on the Chesapeake Bay in the City of Hampton. A coastal primary sand dune and beach permit is required.

2A. U. S. DEPARTMENT OF TRANSPORTATION, #98-1326, requests authorization to replace four (4) existing timber piers with new concrete structures of the same dimension at the James River Reserve Fleet facility at Fort Eustis in Newport News.
2B. NORFOLK NAVAL SHIPYARD, #98-1064, requests authorization to dredge by mechanical method 51,400 cubic yards of State-owned submerged land to maximum depths of -42 feet at mean low water, construct a new concrete 500 foot long open-pile berth with one (1) mooring dolphin, install 520 linear feet of bulkhead and to install 520 linear feet of riprap under the open-pile berth adjacent to their property situated along the Southern Branch of the Elizabeth River in the City of Portsmouth. All dredged material will be transported to Craney Island.
2C. SALMONS FARMS, #98-1213, requests authorization to mechanically maintenance dredge 41,891 cubic yards of bottom material, of which approximately 5,844 is State-owned subaqueous bottom, to restore previously authorized project depths of -12 feet at mean low water with a tolerance of plus or minus six (" 6) inches at their existing grain handling facility situated along the North Landing River in Virginia Beach. All dredged material will be placed and suitably contained within an adjacent upland disposal site. Recommend approval with our standard dredge conditions.
2D. TOWN OF SOUTH BOSTON, #98-1714, requests authorization to construct a new raw water intake and a sheet pile and riprap weir at the site of an existing water intake located approximately 1,200 feet upstream of the Route 501 bridge crossing of the Roanoke (Staunton) River in the Town of South Boston. Recommend approval with our standard in-stream construction conditions.
2E. VOLVO PENTA PROPERTIES, INC., #98-1685, requests authorization to construct approximately 977 linear feet of bulkhead and 172 linear feet of floating piers with associated access ramps at their property situated on Chuckatuck Creek in the City of Suffolk. Recommend a royalty assessment of $1,236.00 for the encroachment over 1,236 square feet of State-owned subaqueous land at a rate of $1.00 per square foot.
2F. FREDERICK COUNTY SANITATION AUTHORITY, #98-1567, requests authorization to construct by open-cut excavation method, seven (7) sewer line crossings of various lengths under Hoge Run and one (1) 50-foot sewer line crossing under Opequon Creek between Route 522 and Interstate 81 in Frederick County. Recommend approval with our standard in-stream construction conditions. Further recommend that the applicant coordinate construction activities with the Department of Game and Inland Fisheries in order to minimize impacts to trout stocking areas downstream from the project.
